Mitt "suspended" his campaign because it allows him to continue the operations without campaigning. Why? Because then he can pay the bills he's accrued, etc. He can also continue getting donations to apply to a 2012 bid and not have to reinstitute a campaign to get started again. It also keeps his delegate count live. (John Edwards did the same thing.) In the unforeseen circumstance, Mitt could also start campaigning again, but we know it's over for this particular campaign.
