For now, I’m going to put the article up. But, one thing that I’d like to point out is this quote in the article:
Romney’s concern over carbon caps is shared by other Northeastern governors. Republican Donald Carcieri of Rhode Island, Republican Robert Ehrlich of Maryland and Democrat Ed Rendell of Pennsylvania also took their states out of RGGI conformity.

Has Mr. Romney’s office given an explanation as to why they pulled out of the RGGI? For him to have originally supported it, he must have some concern over the effect of carbon emissions on the environment. I can understand pulling out if he was convinced that the costs for electrical power will skyrocket and severely damage the Massachusetts economy. I would hope though that his office is preparing or sanctioning some suitable alternative to help reduce carbon emissions that doesn’t throw such a devastating blow to the economy.

I’m sure it had a majority to do with economics, and I will look further into this to see where he stands today on the issue.
